Postfix does not send delivery delay notification messages by default.

"To enable this feature, specify a non-zero time value ..."
so apparently you can set it to zero to disable it. As you can see from
your "postconf -d" output the feature is disabled by default, so you can
just remove your delay_warning_time line from main.cf to accomplish what
I'm assuming that you're actually talking about the delay warning
feature and not bounces in general.
